DESCRIPTION:Congratulations to Jinhong Liu\, Dr. Liping Ma\, Dr. Logan Song and Dr. Fang Wang for your outstanding community service\, presented by Mayor Amir Omar of Richardson.\n2025 CIE individual community service award recipients \n\nNomination deadline is Monday\, August 18\, 2025\n \nPurpose\nCIE-DFW Chapter was founded in 1989.  The Chapter has two main core values: 1) to promote community awareness of Science\, Technology\, Engineering and Mathematics (STEM) and 2) to promote community service and contributions to society. To honor our core value of community involvement\, CIE/USA-DFW Chapter has created the INDIVIDUAL Outstanding Community Service Award (iOCSA). Through this program\, CIE recognizes individuals (working independently or with local organizations) who have made outstanding contributions to their community through their time\, actions\, and dedication (outside any volunteer work done directly for their job or their employer). \nThe iOCSA individual honoree should be a role model for compassion\, service to others\, and making the world a better place. Award recipients must be available to  be recognized at the CIE/USA-DFW 2025 Annual Convention VIP reception (September 20 at the Davidson-Gundy Alumni Center at University of Texas at Dallas) and will receive an official certificate from the City of Richardson\, Texas. \nEligibility\nAny individual or member of a local organization or corporation (age 21 or older)\, may be nominated\, except for members of the Awards committee.  The Nominee does not need to be a member of CIE/USA-DFW Chapter. The nominator should be familiar with the scope of the nominee’s community service work. \nCriteria\nFor this iOCSA award\, we seek nominees who: (1) have consistently demonstrated qualities of compassion\, and service to either one organization or a variety of volunteer activities; (2) have affected society in one or more positive ways that foster long-term change to the public good; (3) stand out among peers as individuals whose service has produced extraordinary results; (4) instituted an innovative approach or policy to their service. The activities or service listed on the application cannot be part of the nominee’s job description or duties and the individual cannot receive any monetary or personal benefits from their involvement. Last\, but not least\, to become an award recipient\, the honoree selected must be present at the ceremony. \nJudging Criteria – listed in descending order by importance \n\nThe degree to which their services or initiatives have made a lasting impact on their community (culture\, policy or personal lives)\nThe length and degree of their service(s)\nThe extent to which their action would be recognized and valued by their community leaders\n\nTips for a Strong Nomination\n\nDescriptive and specific information about the nominee’s service to the community.\nTestimonials/recognitions/quotes from the nonprofits where the nominee has volunteered.\nFacts or figures about the nominee’s service in the community\, such as volunteer hours\, number of people/organizations served\, extra efforts above and beyond the call of duty\, etc.\n\nNOTE:  CIE will reach out to the nominee to determine if they are interested in being considered for the award.  If they are interested\, CIE will ask them to submit a brief BIO that includes their accomplishments.

She is the founding director of the Quantitative Biomedical Research Center\, the Data Science for Precision Health Initiative\, and the Pediatric Cancer Data Core at UT Southwestern. She has served as a regular member of the NIH Biodata Management and Analysis Study Section and is an advisor to the journal Lancet Digital Health.\nWith training in statistics\, medicine\, and epidemiology\, she possesses a comprehensive understanding of developing and validating quantitative methods for precision health applications.\n\n\nDr. Jesse Zarazaga\, Clinical Associate Professor\, Fellow Hunt Institute\, SMU \nWorking across the boundaries of urbanism\, landscape mapping\, and public engagement\, Zarazaga explores ways to connect culture and community to place. Using GIS and participatory community mapping\, she explores the impact of civil and environmental choices on the design of communities. Her research spans education and practice\, working on the integration of community research into project-based learning. Her work overlaps areas of GIS mapping\, global sustainable urbanism\, design and creativity\, with ongoing humanitarian engineering research projects in Tanzania\, Kenya and Colombia as well as locally in Dallas. She undertook a Fulbright in Valparaíso\, Chile\, to investigate\, and map\, devices of landscape as inspirations for the orders of community space. Jessie earned her Ph.D. in Applied Science in Engineering at SMU\, a BA and MA in architecture from Cambridge University\, and a BA in Design from Williams College. She is a Registered Architect with the RIBA.\n\n\nForum Host: Mr. Autry Warren\, Vice President\, Oncor\, (Retired) \n \nAfter a 44-year career\, Autry Warren retired as Vice President of Market Relations for Oncor. In his prior role he managed strategic business relationships and major customer programs. Also\, over his career\, Autry has held several key management positions in areas such as Accounting\, Regulatory and Customer Service. \nAutry has a distinguished record of serving the community and currently sits on the board of the African American Museum and Chinese Institute of Engineers. The central theme of these debates is the Shepherding of Technology for Humanity\, which we hope will spark thoughtful discussions on this critical topic. This program features a moderator and four technical professionals and skilled debaters engaging in two distinct one-on-one debates. \n\n\nModerator\n\n\n\n \nGaurav Shekhar – Senior Assistant Dean of the Graduate Programs in the Naveen Jindal School of Management\, UTD \nDr. Gaurav Shekhar is the Senior Assistant Dean of the Graduate Programs in the Naveen Jindal School of Management. He is an Assistant Professor of Instruction in the Information Systems area and teaches courses like Business Intelligence\, Digital Consulting\, Sustainability Analytics and Robotic Process Automation to both Graduate and Undergraduates. He was inducted into ‘Dallas 500’ by the DCEO Magazine for 2024. He is a two-time TEDx speaker and was named as the 40 Under 40 by the Dallas Business Journal in 2023. He was also named as a 40 under 40 Data Leaders for the year 2022 by the CDO Magazine. \nHis main areas of research are IT Project Management\, AI/Machine Learning\, Natural Language\, and Organizational Leadership. He enjoys working with students and works with them across academic and non-academic areas. He has been instrumental in setting up student and corporate engagement programs at The University of Texas at Dallas. He is one big believer in Servant Leadership which is the base of most of his initiatives. He leads the Young Entrepreneurs Program and serves on the board of the US-India Chamber of Commerce. He is also a member of the Academic Panel for PeopleCert and serves on the board of Alteryx SparkED programs and the Chinese Institute of Engineers – DFW. He is the President of the DFW Alumni Chapter for Beta Gamma Sigma\, an International business honor society. He works with Fortune 500 CXOs and advises them on their strategic initiatives\, especially from the point of view of Technology.\n\n\n\n\n\nDebaters\n\n\n\n \nTony Bruton – Director T&D Services\, Oncor \nMr. Bruton graduated from Texas Tech University with a Bachelors in Electrical Engineering. He has been a member of IEEE since 1997. He joined Oncor in 2000 as a substation design Engineer. He was a District Manager for Oncor’s east Texas area in the Transmission Business Unit. He also managed line the Transmission Line Design Group for several years. He set up the Program Management Organization for CREZ then managed the right of way acquisition for CREZ which included purchasing easements from 1500 land owners in three years. The ROW acquisition included assisting with transmission line routing and managing the eminent domain process. His industry experience and knowledge includes power generation\, transportation\, controls\, plastics\, coatings\, renewable energy\, consumer electronics\, consumer goods\, composites\, and packaging. In addition to being an innovator personally with multiple patents\, Dr Yeung has led and transformed large\, global organizations in product development\, total cost out\, and technical services for corporations while balancing multiple objectives and budgets. He has successfully commercialized technology platforms\, and is well versed in intellectual property and technology transfer\, contract and partnership negotiation (e.g. JDA\, JV)\, capital projects\, Six Sigma\, as well as experienced in working with and facilitating cross-functional teams to create and implement strategic plans that yield significant and margin-accretive results. \nDr Yeung started his professional career at General Electric Corporate R&D center\, where he worked on research projects in multiple areas. He moved to GE Plastics (now SABIC Innovation Plastics) where he held a number of R&D leadership positions in process technology\, product development\, and platform development. In 2007\, Dr Yeung joined The Dow Chemical Company as Solar R&D Director\, where he started the Dow Solar business. Dr Yeung then spent 4 years at Avery Dennison\, first as the Global Vice President of R&D for Graphics and Reflective Solutions (GRS) and Performance Tapes (PT) with a combined revenue of $850MM\, then as Global Vice President of Segment Innovation responsible for leading innovation for 8 different market segments with the total revenue exceeding US$4.7B. After that\, he went to Valspar where he was Vice President of R&D for Consumer Paint for Valspar Corporation. Spong\, Dean\, Erik Jonsson School of Engineering & Computer Science\, The University of Texas at Dallas\n \nDr. Mark W. Spong is currently the Dean of the Erik Jonsson School of Engineering and Computer Science and Professor of Electrical Engineering at the University of Texas at Dallas. Dr. Spong received his D.Sc. degree in systems science and mathematics in 1981 from Washington University in St. Louis. He has held faculty positions at Lehigh University (1981-82)\, Cornell University (1982-84)\, and at the University of Illinois at Urbana-Champaign (1984-2008). \nAt UTD\, Dr. Spong holds both the Lars Magnus Ericsson Chair and the Excellence in Education Chair. Dr. Spong’s main research interests are in robotics\, mechatronics\, and nonlinear control theory. His notable awards include the 2016 Nyquist Prize from the ASME Dynamics and Control Division\, the 2011 Pioneer Award from the IEEE Robotics and Automation Society\, the first IROS Fumio Harashima Award for Innovative Technologies in 2007\, the IEEE Transactions on Control Systems Technology Outstanding Paper Award\, the Senior Scientist Research Award from the Alexander von Humboldt Foundation\, the Distinguished Member Award from the IEEE Control Systems Society\, the John R. Ragazzini and O. Hugo Schuck Awards from the American Automatic Control Council\, and the IEEE Third Millennium Medal. Dr. Spong is Past President of the IEEE Control Systems Society and a Fellow of both the IEEE and IFAC. \nDr. Spong\’s work has been instrumental in establishing the theoretical foundations of robot control\, and the results he has produced over the past three decades have been implemented in systems at companies and research development facilities around the world\, including Sandia National Labs in New Mexico and the Jet Propulsion Laboratory in California. He has produced innovative solutions in robotics that have stood the test of time to become now-classic results in robotic control. \nHis work also led to the first practical solution of the problem of time-delay compensation in bilateral teleoperation\, which was a major impediment to the development of undersea and space robots\, and he was the first to show how poor performance in robot arms due to uncertainties and joint elasticity could be overcome with advanced nonlinear feedback control methods that he helped to develop. \nDr. Spong has also had a major impact on robotics education. He co-authored one of the most popular textbooks on robot dynamics and control\, which is still in use after more than 20 years. In addition\, he developed both hardware and software\, marketed by a company he founded (Mechatronic Systems Inc.)\, which are being used by more than 200 universities around the world. \nCentennial Keynote Speaker\nFaa-Ching Wang\, PhD\, Founder\, CIE/USA-DFW Chairman & President\, ConsulPath Inc. Retired Business Unit General Manager\, Texas Instruments Inc\n \nFor the past 35 years\, Dr. Faa-Ching Wang has made exemplary contributions to the engineering profession and semiconductor industry. Subsequent to the retirement from Texas Instruments in 2013\, Dr. Wang started-up his own business ConsulPath Inc.\, which since has provided governing and management services as investment fund advisor and Board of Director of companies from investment acquisition in the high-tech industries. \nFor 24 years\, Texas Instruments entrusted Dr. Wang on many special tasks. As General Manager of worldwide printer head business unit\, Dr. Wang was responsible for the general management of the company’s printer head integrated circuit business for the delivery of 1.1 billion units of ICs. His responsibilities cover the full scope of business activities from marketing\, customer relationships and new technology/product development to factory manufacturing operation and supply chain management of six factories located around the world. Prior to the business assignment\, Dr. Wang worked in operation which he contributed to 4 advanced wafer fab start-ups and served as wafer fab manager of two TI advanced wafer fabs. Prior to TI\, Dr. Wang was the Director of Crystal Engineering/QA of Ethyl Corporation. Prior to this\, Dr. Wang was a Member of the Technical Staff of the Hewlett-Packard Company. \nFaa-Ching earned his Ph.D. degree in Materials Science and Engineering from Stanford University in 1982. He received a Master’s degree in Physics from the University of Pittsburgh in 1978\, and a Bachelor’s degree in Physics from National Central University in Taiwan in 1974. Dr. Wang held four U.S. patents and five invention disclosures\, and published 39 technical articles. He is the recipient of the 2009 Asian American Engineering of the Year Award\, National Engineering Week Foundation\, and the 1999 National Asian American Corporate Achievement Award\, Organization of Chinese Association. Shapard\, Chairman and Chief Executive Officer of the Oncor Electric Delivery\, as the dinner banquet keynote speaker on August 16\, 2014. \nOncor is one of the largest electricity transmission and distribution companies in the country\, serving over 7 million people in north Texas. Under Shapard’s leadership\, Oncor is an industry leader in innovation and in the deployment of new technologies to improve the quality of electric service\, enable consumers\, lower costs and reduce emissions. Oncor has an infrastructure investment program\, which is focused on transmission and distribution network expansion and upgrades\, including one of the largest deployments of advanced meters in the country\, leading a significant expansion of the state’s transmission grid and other new digital technologies across the network. \nShapard also serves as the Chairman of GridWise Alliance (GWA). GWA is a leading advocacy organization focused on the advancement of all aspects of the country’s electric grid. GWA is comprised of over 100 organizations\, including utilities\, telecoms\, technology\, equipment manufacturers\, consultants\, labs and universities. He also serves as a board member of Leidos Corporation. Leidos is a scientific\, engineering\, systems integration and technical services company focused on national defense\, healthcare and engineering. \nShapard has a wealth of operating\, financial and leadership experience from past positions. He rejoined Oncor in late 2005 as a strategic advisor\, helping to implement and execute growth and development strategies. Previously\, he had served the company for 20 years in various financial and operating leadership roles\, finishing as managing director of former subsidiary TXU Australia which owned and operated an electric generation business\, a wholesale energy trading business\, electric and gas retail businesses\, and electric and gas regulated utility businesses based in Melbourne Australia. \nPrior to his current tenure at Oncor\, he served as chief financial officer of Tenet Healthcare Corporation where he oversaw all financial activities for Tenet and its subsidiaries. Tenet operated one of the largest for profit hospital groups in the US employing over 75\,000 people across the country. Prior to this position\, he was executive vice president and chief financial officer of Exelon Corporation. Exelon is one the largest electricity generators and utility operators in the US. Before joining Exelon\, he was executive vice president and chief financial officer of Covanta Energy Corporation. Shapard joined Covanta to help prepare the company for its bankruptcy filing and to file a plan of reorganization. Prior to that\, Shapard was executive vice president and chief financial officer of Ultramar Diamond Shamrock\, a leading North American refining and marketing company. At UDS\, Shapard led a financial restructuring of the company and other initiatives leading to the company’s merger with Valero Energy\, which created the nation’s second-largest oil refiner. \nShapard is active civically. He is co-chairman of The Dallas Mayor’s Youth Fitness Initiative. Shapard is also on the board of the Circle Ten Council of Boy Scouts of America and the Woodall Park Foundation. DESCRIPTION:  \nThe annual convention is a celebration of the services that CIE/USA-DFW has delivered to the DFW community\, and to affirm the partnership we have with industry\, universities\, government and community in which our members live and work. CIE/USA takes great pride of its 96 years of history\, serving and representing the community of engineers of Chinese cultural heritage. As a non-profit professional organization\, CIE/USA plays an important role in our economy and our society\, especially with the growing needs for business savvy skilled workers in the field of engineering and science. \nThe convention will feature three events: \nVIP Reception (5:30 – 6:30 pm)\nVIP Reception is by invitation only. Proclamation of “CIE Day” by DFW cities will be presented\, and city mayors\, corporate senior management and academic leaders will be invited to speak at reception. \n1st Young Achievers (YA) Reunion (4:30 – 6:30 pm)\nCIE Young Achievers are capable individuals demonstrating expansive interests\, a drive to succeed\, and high performance. These individuals are selected during their high school years. At the Young Achiever Reunion\, held during the 2013 annual convention\, Young Achievers from previous years will gather for to catch up and share their experiences\, ambitions\, and lessons. Dr. Keh-Shew Lu\, founder of CIE/USA-DFW and president of Diodes will provide the keynote speech. Wen-Shin Wang\, a former YA\, will be speaking career development\, networking\, and job experiences. Former Young Achievers can socialize\, and bios of current experiences and future work will be available in a streaming presentation. At the conclusion of the event\, there will be a panel discussion for various topics revolving about success in the workplace through soft skills and effective communication\, including conflict resolution\, influencing\, and pitfalls in communication. The banquet will also feature the presentation of Young Achiever Award (YAA). YAA is designed to encourage the younger generation of CIE life members to achieve high academic performance\, to develop leadership skills\, to develop strong interest in engineering\, and to participate in extracurricular and community volunteer activities to enable them to achieve the greatest possible impact in their communities. These well-rounded skills will help them to become better leaders in this very competitive global market place. YAA trophies and scholarship will be presented to recipients during the evening banquet. \nThe cost of the banquet is $35 for member and $50 for non-member.
